In a general Strategic level and within the underlying discourse of Institutional Racism in the City of Fort Worth, specifically in the area of crime committed against minorities in the electoral Districts 2,5,8 and 9 for the last 20 years, we could speculate about possible massive violations of the Civil and Human rights of those communities.
The brainstorming level for actionable times on some of the issues could be summarized in a series of bullets as follows:
Goals that could be accomplished through litigation, filing class A Action suits.
Goals that could be accomplished by political action.
The subject of the Cold Case Crimes in the aforementioned Electoral Districts specifically the crimes of murder, assault and rape, that implies a series of interconnected proposal such as the creation of a Cold case Crime Unit, subpoena of confidential records, creation of Local, and State DNA data bases.
Establishing realistic goals as to how many are solvable through Scientific evidence such as DNA, blood, and other bodily fluids versus the cases solvable through conventional means such as confession, witnesses testimony etcetera.
Reopening of cases that have been closed since there is no statute of limitation for the crime of murder.
Insulating the Cold case Unit from external politicking and jealousy so they can have latitude and independence to solve cold cases.
Provide the Cold case Unit with appropriate legal assistance in order to get indictments and convictions.
Establishing a channel of communication between the Cold case Unit the relatives of the victims and the community in general.
Implementation of stringent regulations by the city Council or legislation for the handling of property, evidence (such as supplemental reports, notes, guns, fibers, fingerprints, recordings, videos, drugs, money DNA records and any other pertinent information related to the crimes of murder assault and rape).
Implementation of legislation mandating the immediate intervention of the District Attorney after a crime of murder is committed. The rationale being the police report being in compliance with the law so the requirements for an indictment and convictions are met.
Implementation of State legislation mandating the creation of Cold case units in metropolitan cities and the retention of DNA from every convicted felon.
Taking immediate steps to eliminate one of the corner stones of Institutional Racism being this the criminalization of poverty.
The City Council should implement ordinance where community service would be automatic for traffic and code compliance tickets for families living on the 25% above the poverty level.
Implementation of ordinance prohibiting paying tickets with jail time.
Implementation of ordinance by Council making retroactive the suspension of criminal records related to traffic tickets.
Reasserting the independence of the Crime Control and Prevention District Board so the monies that should be allocated for Control and prevention of Crime are not used as discretionary extension of the general fund.
Cease and desist of practices such the City attorneys providing legal assistance to the members of the CCPD Board since this represent a gross conflict of interest.
Since about 70% of the police force lives outside of Fort Worth because they are concerned about their own and their family security a quid pro quo system should be established where these officers volunteer in inner city neighborhoods to patrol by foot, bicycle or horse in order to reduce the disproportionate percentage of crime that have been affecting our neighborhoods for the last 20 years.
Suspending immediately de use of the Taser gun.
Since there is Districts such as 8 and 5 that have been disproportionably punished by the crimes of murder assault and rape, a formula should be established where the money available for prevention and intervention should be allocated proportionally according with the percentage of crime and population rate in comparison to other electoral districts.
LULAC proposal in principle would be as follows: Electoral Districts with less population and bigger percentage of crime should get bigger percentage of the money dedicated for control, prevention and intervention of crime. Electoral Districts with bigger population and less crime should be allocated less money for control, prevention and intervention.
LULAC proposal on reduction of crime stands as follows: Establishing as strategic goal, reducing in 5 years throughout the city the level of crime to the District with the lowest crime index during the last 20 years. For instance If District 3 had a 6% crime Index, every District crime index in the city of Fort Worth should be reduced to 6%.
Considering the fact that Fort Worth is considered as a High Intensity Drug Trafficking area City Council and County Commissioners should establish a data base on drug related crimes rather than emphasizing gang related crimes.
A data base of victims by overdose of cocaine, heroin, amphetamine and other illegal drugs should be established and disseminated in Fort Worth and Tarrant County.
That data base should emphasize the age, gender, race and other factor that may affect our youth and minorities electoral districts.
Immediate political mobilizations to elect representatives sensitive to the needs of the inner City, particularly in the area of crime.
Ask from the inner City Council representatives as expressed above that the percentages of crimes in inner City Districts be lowered to the percentages where Anglo Saxon population is predominant.
